SONCAP是尼日利亚****实施的检查控制不合格不安全产品出口到该国的一项新政策。实施SONCAP的目标在于确保管制产品满足可接受标准的有关规定，并便于对产品质量赋有监管责任的有关政府机构对管制产品进行管理。
SONCAP是Standards Organization of Nigeria Conformity Assessment Programme的缩写。SONCAP证书是管制产品在尼日利亚海关办理通关手续的法定必备文书，缺少SONCAP证书将造成管制产品通关迟延或被拒绝进入尼日利亚国内市场。特别需要注意的是，SONCAP适用于管制产品，尼日利亚政府规定的其他进口手续依旧有效。

根据尼日利亚****的进口要求，为了使进口商品得以清关，进口商需要为每票管控产品提供以下文件：
由Cotecna 出具的产品证书(PC)；
由Cotecna出具的SONCAP证书(SC)。
要获取CoC证书，首先必须要有一个有效的产品证书（PC）。这个PC证书用于开具Form M, Form M 是用于申报产品进入尼日利亚境内的。下面是3个获取PC证书的方案：
出口商可以通过Cotecna的以上3个认证途径中的一个途径获得产品证书（PC）以及SONCAP证书（SC）。SON制定这三种不同的认证途径作为SONCAP项目下管控产品的符合性评估程序：
途径A：未注册或未许可产品
适用于不经常出货的出口商。
途径B：注册产品
适合已在方案A中获得符合性认证的基础上升级,或者经常出货的出口商/生产商。
途径C：许可产品
适合需经常出货的生产商,或已在方案B中获得满意的符合性评定的基础上升级。
